Well, I assume Bester has other things to do than to hang out for 60 days at Babylon 5. (Though I have to say, I love the AU idea where his secret dealings with Sheridan in late s3 are outed to Clark and he has to move to B5.) As to why he doesn’t leave a flunky there, welllllll, given what we later learn about Byron and given Lyta has already changed sides (again), I wouldn’t be surprised if Bester didn’t want to risk that whoever he leaves there on their own might end up converted to Team Blips.
As to Lyta/Byron, I'm not convinced. Either by his initial speech where he shouts at her and then says 'please'. (He even gives her a command at the end and belated remember he's supposed to be asking and says please again)
I interpreted him shouting and then the “please” differently, as him demonstrating to her she’s conditioned to respond to authority a certain way. Mind you, this ignores Lyta had left the Corps and rebelled years ago. Though it is true that Lyta, until and including the first half of this season, seemed to be looking for not just a cause but idols to believe in, which in combination of people not Zack on this station did treat her like an instrument to be used rather than a person for years is why I can believe Byron replaces the Vorlons and the Corps (in the sense that she originally believed in it as a child before learning nore) for her right now. But that’s as much fairness as I can muster for Byron, whose main justification of tv existence to me is that he provides Bester with reasons to show up repeatedly. :)
